Chakra Usage.

So with jutsus it seems that no matter what amount of chakra you have.
You can use the jutsus the same amount of times.
What I suggest is that you balance it out so that way chakra doesnt feel unbalanced. example (Paper clan, Kamui etc).

For example- If you use fireball jutsu, it uses like 30k chakra and as it goes into the big fireball, the chakra usage would go up to like 80k. So if you have 1 mil chakra, instead of being able to use it 10 times no matter what.
You can use it 30 to 40 times with the amount of chakra you have.
