Maybe when one of the Namikaze clan gets Kyuubi Chakra they get the ability to give some of the chakra to another player. But ONLY ONE. And if the one the Namikaze gives some Kyuubi Chakra to is a Namikaze too then the 2nd Namikaze can't give some of his Kyuubi Chakra to another player. This is to stop everyone having Bijuu power.
